Cloudflare and Roskomnadzor blocking a neighbor by IP - what are the consequences?

Good afternoon.
A typical situation, I registered a free account in Cloudflare, checked the IP in the RKN - the IP address is in the list, but the restriction is defined as "restriction to the site", not "restriction to ip". That is, in theory, only the site of the offender should be blocked.

What could be the consequences? Is it possible to restrict access to my site? I suspect that some providers may block access to the entire IP, even if the RKN restriction applies only to a single site on this IP.

There are three types of blocking - URL, domain, ip.
If the blocking is by domain, then you should not be concerned. The browser extension often shows me that the site you are viewing is "orange", that is, it sits on the same ip along with the blocked one, this is already the norm.
You can see what kind of sites are there by downloading the entire database (right-click -> Save).

It seems like blocking from providers, it just goes by ip, unless of course they provide NAT to users.
So if you work on the same ip, then it may not work.
Why is it "possible" - because providers use a different approach to blocking, someone is engaged in deep packet analysis, and someone just cuts by ip. Therefore, half of your site will open, and the other half will not.
