The price of the question - in what cases is it appropriate, in which not?

The cloud makes sense if you have a busy web service and would like to protect yourself in terms of fault tolerance, high visits, or resource limits. For the majority of average site visits, VDS is enough. The price, in my understanding, is quite comparable, unless the use of the service is seasonal (here the cloud will be preferable, because you do not have to pay for unused resources).

Heroku is a convenient cloud platform and free to start, supports Python and Django.
