Clicking on a link from a flash banner and utf-8

I can't solve this problem:

There is a banner with a search string inside, I take its value, substitute it in getURL and send it to the site.

But, the problem is that, firstly, I cannot make the request be sent in utf-8, and not cp1251. And the second problem is even weirder. For some reason, on the Mac in Safari and Chrome, the first character is replaced.

Has anyone experienced this?

Specify the symbol. But with the encoding, write the binding in .htaccess
