Cleaning the laptop swivel mechanism

So, question. How can I clean the mechanism described above (opening / closing the monitor)? The essence is one cylinder inside another, they are not disconnected from the body. Symptoms — it does not rotate, when cleaning, a dried yellowish mass was found (it looks like pure snot :-)). What can be fixed?
