Clarify about Elbrus?

Hello.
Yesterday, a heated discussion broke out between me and one of my acquaintances about a super-duper computer based on Elbrus.
My friend claims that these millet computers are invulnerable. It seems like the hardware stuffing is different from what is currently on the market and therefore there can be no vulnerabilities in it (regardless of what is spinning on it).
I think that this system will inherit all the vulnerabilities from the wasps installed on it. Maybe with rare exceptions.
Who is right?

In the x86 emulation mode, ordinary operating systems work on Elbrus, and vulnerabilities are present, respectively.

I think it was not meant that there is no vulnerability in the processor, but that the processor will be manufactured under the supervision of domestic specialists, and not at foreign factories where any backdoor can be built into the processor, for example, certain algorithms for generating cryptographic keys.
