There is a device Motorola Droid Razr M. Verizon, but not locked. The following message constantly appears in the notification. Megafon Moscow.

What is it (apparently, some kind of encryption that is not supported and they tell me about it) and is it possible to turn off this message forever?

I can't understand the pattern. Sometimes you just close it, after 10-15 minutes it appears again.
And sometimes even a few hours can not be.
Appears both in the center (Belorusskaya) and beyond the Moscow Ring Road (Mitino)

This is normal and is all over Russia. Nokia phones, for example, show an open lock during a call, which means that encryption has been removed. And, for example, droids from Sony and Samsung have never shown this. Why are they turned off? Probably someone important is coming and facilitating the work of the guards.
