Chrome won't open sites over https?

When trying to access any site via https, incl. on Google resources, "Error 103 (net:: ERR_CONNECTION_ABORTED)" occurs.
With what it can be connected? How to fix?

Temporarily deleting all cookies and cache helps. After that, everything is fine indefinitely, from 5 minutes to 5 days. And then the error pops up again.

I don't use a proxy. I turned off antiviruses for the sake of the test, but this does not help.

Win7 system, Google Chrome 25.

Hello, could you please try to switch your browser from SSL to TLS and check if this solves the problem? To do so you will need to go to Control Panel -> Internet options -> Advanced, there uncheck SSl and check TLS options.
(we are talking about the Windows Control Panel)

The extensions are now Gismeteo 2.2.0, LastPass 2.0.20, Lepra+ 0.1.4, TinEye Reverse Image Search 1.1.2, VkOpt 2.1.7.0, Google Docs 0.5, Web Page Extension - Webpage Screenshot 7.3. At the same time, it doesn’t matter whether you entered Chrome or not, I thought maybe I had some kind of jamb in my account.
And as a standard, it writes like this:

You can try to demolish everything and then restore one by one, tracking the appearance of an error.
I did not have this with all https resources, but it happened regularly with some.

Today I began to observe this, most likely plugins, since it opens in another browser, most likely a last pass or adblock, last time the adblock broke the middle mouse click in chrome, this time the middle click and https also broke, which means adblock.
Confirm that you have an adblock and that's it.

Antivirus ESET NOD32 Antivirus 4.2.76.1
Firewall left enabled.
