Chrome extension - how to show popup programmatically?

My task: When new data appears, show a popup (which by default appears by clicking on the extension icon) with this data.
How can popup be shown programmatically from extension code?
Notifications are not convenient for this - it seems impossible to render arbitrary html in them.
