Everything you wrote in the requirements is perfect for Wordpress. The main thing is to set it up correctly. You, as is clear from the description, have a blog or a news portal. Joomla is also ideal for your conditions.
For MODx slightly different requirements:
Unlimited ability to implement any design.
Openness of the system for new modules (low cost of ordering new plugins and freelance modules).
Full control over any element of the site and a piece of code.
Opportunity to expand opportunities in the future.
SEO oriented.

But, on the other hand, if third-party plugins are installed in Joomla without measure, then it will quickly cease to be fast and safe. The Joomla admin panel is more convenient for an ordinary mortal, but in MODx you can customize the admin panel for yourself: create fields, rename, delete unnecessary ones, change the design, you can even create a separate administration panel for content managers, in a word, MODx customization is limited only by imagination and skill specialist.

Flexibility and scalability - yes, SEO-oriented and security - yes, but you won’t be able to click on anything by assembling from ready-made modules.
In general, it is not clear how it happened that you dismissed WordPress and Drupal in favor of Joomla)) Most likely, you need a site that non-professionals can build and maintain. But then do not count on stable and fast work, security and solving any problems and tasks. This is provided not by cms, but by people. And cms is just a tool.
