I am looking for a laptop with a good IPS matrix and a resolution of 17.3 inches no more than 30,000 rubles.
It is mainly taken for Photoshop, but there will also be games.
Therefore, you want good performance and fast response.
If anyone has come across this problem and found a solution, please share your experience)

I understand that you are considering a new one? Or is it used?
If it's new, then up to 30k I got only HP Envy 17-j000er when sorting. But. despite the resolution, HP seems to have matrices like NedoIPS.
