Choosing a hard disk for VPS, taking into account caching. HDD or SSD?

Hello!
Help me figure it out .. I choose a virtual server between DigitalOcean and Hetzner hosting.
The first offers for $20 - 2GBMemory, 2 Core Processors, 40GB SSD Disk.
The Germans offer a config twice as powerful and for less money, BUT without solid-state ones - $15, 4GBMemory, 4 Core Processor, 100GB HDD Disk.
My server engine will be on NGINX+php-fpm+Varnish.
3 blog sites on Wordpress will spin. On average, up to 30k visitors per day.
The question is what to choose in this case? Will using an SSD give a performance boost, given that the sites are static?

It is better to have more RAM and adjust the cache.

If your sites fit into the RAM, or at least the most visited pages, then take it with more RAM, and everything is in the cache. If there are much more statics - then ssd

If there is enough space on ssd, then live better on ssd.
Hatzner has not very good vds in principle - they slow down on the disk, often go offline.

In the case of an SSD, it is desirable to change the scheduler (by default CFQ usually) of I / O to NOOP. It is more suitable for the specifics of the operation of solid state drives.

HDD is better for server. Solid state drives have a limited number of write cycles and are therefore mainly used for OS and software storage. And if the sites have the ability to record comments, they will wear out faster. Therefore, a hard drive is better: the main thing for a server is reliability, and then speed.
