I thought to write on Kohana, but I estimated the time and decided to do it on CMS, since that time does not exist ... At first I thought WP, but I would like to hear people's opinions, maybe there is more specialized systems.

Do it on Joomla if you don't want to spend a lot of time. If you have knowledge in the field of xslt, you can do it on HostCMS (according to your requirements, you can use the Freebie edition).
