Choice of home PC?

Good day. There was a question about buying a second PC. In this regard, some questions arose.
1. Do I need to assemble the computer myself or is it easier to buy a ready-made assembly?
2. Which diagonal monitor to take, what would be suitable for development and games?
3. Is it realistic to take / assemble a normal PC for 25 thousand UAH (~ 56 thousand rubles)? With monitor.
4. Can you advise the assembly / optimal parameters of the PC? Including bp power.

1) it’s not that simpler, more reliable (better): you can choose the optimal price-quality ratio, while cheap components (and not always high-quality ones) are often installed in assemblies. In any case, I always disagreed on some elements of the collections, so I collected them myself.
2) depends on personal preference. For example, it suits me both for development and for games with a diagonal of 24 ".
3) really, if development in your case does not mean development in the field of graphics (and other resource-intensive developments). computer (and not expensive)
4) again depends on what you want to develop and what games to play?
