Choice of hardware for a web programmer?

Guys, help with the choice of a computer, the hardware is not strong.
Namely, choosing machines between 16 Gb RAM || 32 GB and Core i7 || i5, with similar other characteristics of the same manufacturer, the difference can reach up to 600 USD. In my case (an ordinary web programmer), is there a need to overpay for 32 GB and Core i7?
On the computer:
Win 10 I
use at work:
IntellijIDEA ultimate;
XAMP for local server;
PostgreSQL for a small local database;
IntellijIDEA Android studio;
virtualbox;
Genymotion.

32 GB will not be superfluous, especially considering VirtualBox. On the other hand, adding RAM is easier than replacing the processor, so to save money, you can take 16GB and add RAM a little later.
The processor is up to you. Everything will work, and "sufficient performance" is a subjective assessment. But in general, for virtual machines and emulators, a fast processor can be significant.
