Chinese provider blocks OpenVPN, what are the ways to get around?

I am in China, where the Internet conditions are terrible - many sites are blocked (all Google services, Facebook, Twitter) ...
In an attempt to get around this, I decided to raise an OpenVPN server on a cheap VPS, everything started up successfully and works ... if you connect via mobile Internet . The "stationary" provider somehow unknown to me (I'm just a user, not an expert) in a way (DPI ??) Blocks traffic through OpenVPN. The connection goes through, but the incoming connection shows a speed near zero. Tried changing ports, no luck. Though from the server, the client responds. Changed tcp/udp also to no avail. Raised on es2, DigitalOcean is always the same result - everything is fine through the mobile Internet, nothing at all through the home provider. Tor is also blocked.
So far I'm getting by with an ssh tunnel, but it's very inconvenient. Only google chrome wants to work with it, and I want a faster solution. l2tp also does not want to start.
Can you tell me what is the way out?

1) leave China;
2) raise your VDI server outside of it
