Chinese ip cam, is it possible to flash it?

Hi all!
I ran into a Chinese DA-IP3100HR (model TH38R6S) - it has a "wonderful" feature - it can continuously broadcast video on seetong.com - and in the camera settings, as soon as it gets access to the Internet - there is information that it is available by% some_id%.seetong.com - sorting through IDs at random, you can see pieces of streets, garages, etc.
here blog.quindorian.org/2013/10/new-firmware-version-2... they wrote that if you nail /opt/topsee/seetong.flag on the camera itself, then there will be happiness. And then bummer number 2 - the camera is not flashed, as reported in the FirmwareUpgradeNotSupported window.
I would like to know if someone has the ability to reflash such a device without a programmer (because there are a lot of devices), or somehow get on it with telnet (again, without disassembling the device).
An extreme case - I will change the default passwords, but there is an idea that with some kind of power glitch, the camera will reset to default settings and again will show the whole world everything it sees ..

@palladium

In general, the strategy is:
1. Download Zenmap, set the camera's IP address, Intense scan, all TCP ports
2. Next, look at the open ports with what to connect - either by telnet, or ssh, or something else.
