Checking video before upload to Youtube (via youtube api)?

Hello.
I am writing my own service (web api) and I would like to know some things. My service will allow the user to upload a video to youtube, the video will go to my channel. The question is how to check the video before the user uploads it to the channel (I ask for the purpose that the user could not upload prohibited videos). I would be glad if anyone encountered such a problem and how I solved it.

It is better to let users log in to your service through Google, and upload videos on behalf of their accounts. This way you will not be responsible for the content they upload. This is "correct" from all points of view.
The only alternative is to manually review everything uploaded before publishing.

1) checked by banned index (there are new items and not only)
2) checked by nudity through the eyes of content control staff
3) sound (melodies) - also by hashes
