Checking a computer for being in a botnet?

Good day to everyone, I wanted to listen to music, they write wiretapping is prohibited in your region, I was surprised but quickly looked at my IP address, and baa I’m in some Iranian cafe, is there really a toolkit or how can I check the car with pens, I immediately say proxy and I didn’t use vpn, before that the provider hacked the Internet for a couple of hours, I wouldn’t want something illegal to be done through me, or am I still scaring myself, and is it just a mistake? Kudos to everyone who helped in advance!

Not enough information.
What kind of PC (win \ nix)?
If win, then is something anti-virus worth it?
Step 1 (for win)
Download and run for verification https://free.drweb.ru/cureit/
Manually check the list of processes for suspicious process names
Check startup
Check network connection settings (maybe DNS is not native)
