I myself once did such a project with the help of them.
The time limit can be done like this: in the database you make the parameters (Time and date of the last message = x), (number of messages = y), (is it blocked? = a) and (Restriction time = b). when sending a message, look at x, compare with the current one, if everything is ok, add 1 to the value of y and save, when y = limit, then a = true, b = current time, then again when sending, check if the time has passed a = false .
