Change the default settings for the location of monitors. How to do?

OS: ubuntu 16.04 lts
video card: asus gtx560 directcuii 1gb ddr5
There are 2 monitors: one is normal (hdmi), the other is old (vga, connected via dvi) and starts for a long time. The card prioritizes dvi over hdmi, which causes some inconvenience.
In the settings, ubuntu has arranged the monitors as it should, but the settings are applied only when I am logged in. Before that, no.
How to make my settings the "default" settings: so that they apply immediately and for everyone.
