Change the default layout in windows

Yes, this is exactly the problem I had, no matter how trite and ridiculous it may sound =)

It all started with the installation, when setting up the languages, I forgot to set the default to English, and did it after the installation. Now one unpleasant feature has appeared, when I turn on the computer, and I need to enter a password, then the layout is Russian, and when I logged in, everything normally switches to English. I can’t beat it anywhere, it’s necessary that when logging in, when I enter the password, there should be an English layout =)

Windows 7:
Control Panel\Clock, Language and Region\Regional and Language
Options Advanced tab, Copy settings button. Of course, the current account must have the desired configuration.

Google knows everything:
We go to the address [HKEY_USERS\.DEFAULT\Keyboard Layout\Preload], and we see there in what order the layout switches in the logon window, and we change it to what we need. In the case of two installed languages, Russian and English, everything should look like this:
"1" \u003d "00000409" - English (USA), main
"2" \u003d "00000419" - Russian, additional
If you want to change the keyboard shortcut that switches the layout , then this can be done. To do this, go to [HKEY_USERS\.DEFAULT\Keyboard Layout\Toggle], and edit the Hotkey. When it has a value of 1, the language is switched through the left Alt + Shift, when 2, then through the left Crtl + Shift.

"by default" - indeed, it sounds trite and ridiculous.
