I ordered a Nexus 4 from the USA and now the market thinks that I am from the USA, the prices are shown in dollars and for some Russian applications it says “not available in your country”. Is it possible to somehow reassign it to Russia?

I've already tried Market Unlocker and Market Explorer, which were supposed to solve this problem, but neither worked.

Instructions from Google support for the return of the Russian market:
1) Log in to your Google Wallet account to manage payment methods ( wallet.google.com/manage/paymentMethods )
2) Add a new card or change the default payment instrument settings to one with payment the address is inside the desired country
3) Open the Play Store and navigate to any item available for download
4) Click to start downloading until you reach the "Accept and Buy" screen (no need to complete the purchase)
5) Close the Play Store and clear the data for Google Play app store (Settings > Apps > Google Play store > Delete data) or clear browser cache
6) Re-Play open shop. You should now see the Play Store that matches your country of the default payment billing tool.

2) Go to the settings (the gear icon in the upper right part of the page)
3) Edit the "Home address"
