Hello, I set up my vpn server in EC2, but static public ip addresses from amazon are banned by many sites, how can I get around this?

What is a "static public address"? Each time you create EC2, you get a new public address. If you want to change the output address manually - wellcome, Elastic IP is at your service, however, you may need to reconfigure your vpn solution and the client that connects to it (since it is not known what kind of solution and how you configured it).
And by the way, in the current wording, you have no problem with aws, your problem is that your traffic is being blocked. If you want to solve a problem with aws - describe a problem with aws
Changing the cloud to another, most likely, if it helps, then by chance - the ranges of large players are known and can be listed in the same way as AWS
