Change country in Google Accounts?

I began to notice that when I try to enter sites (for example, yahoo.com) using my Google account, the country "Norway" and the English language are shown.

I have never been to Norway, and in the settings, wherever possible, I choose the Russian language.
In the account and profile , I did not find where you can select (or even view) the country of residence. I found an article in the help Edit: Country , but it is apparently outdated, because. they write about the heading "Personal Information", which I did not find.
I don't remember what I specified when registering. I assume that the country was set this way because I registered an account using Opera Mini, which keeps servers in Norway.

Perhaps your IP is considered Norwegian for Google, it happens sometimes.
