According to the "Android Market Developer Distribution Agreement".
2.2 You may distribute Products through the Android Market and may only accept the Agreement if you are a certified Developer . This Agreement will automatically terminate if you are found to be (a) not a certified Developer, or (b) a person who is prohibited from using the Android Software under the laws of the United States or any other state, including the state of which you are a resident or in whose territory using Android software.
Who is a Certified Developer? Where is this certificate issued?
