Ceph cluster blocked?

Good day to all!
The Proxmox + Ceph bundle worked. Added another pool to the existing one, extra PGs were added, the Ceph cluster got stuck, machines won't start, virtual hard disks can't be pulled out, in general, it's a disaster...

These 116 PGs are still hanging in the inactive state. At the office The ceph website offers to see what prevents each PG from recovering (ceph pg XX query). Only here in the manual in the exhaust in the section "peering_blocked_by" the reason is written, but I have it empty there.
