CDN CloudFlare to the detriment of speed or vice versa?

The site is on a server in Russia, the traffic is the same from the Russian Federation.
What will Yandex love or what will be better in terms of speed in the Russian Federation, put under a CDN or directly? Purely because of SSL, I want to put CloudFlare under the CDN, does it make sense.
