Thoughts are, there are agents sitting in different parts of the city and selling goods.
The buyer, sitting next to the agent, looks at the monitor and selects the product, the agent collects the order, prints it out to the buyer.

The agent forms an order either from the catalog or from a preconfigured template (there are several templates).
Catalog configures/populates Admin.
The agent forms an order, the warehouse must see the list of goods.
Reports are needed for the Admin, if possible, then for the admin to be able to customize them

We advise you to write such a program yourself. It's quite funny to once again read dreams from the category "make me the same site as Facebook, but for 15 thousand."
The closest thing there is is 1C. And in 1C there are far from all of those Wishlist that you wrote. So in any case, you will have to spend a lot of time and money on finalizing such functionality.
