Only recently I started buying on eBay, I ran into a little trouble, namely, two items from two different sellers did not arrive: a watch with a video camera and eyecups for my SLR. Both orders were without tracking, because. amounts are small for me.
The seller of the eyecups immediately agreed to send the goods again after I opened the case, after which I wrote to him that everything was OK, but left the case open until the goods arrived, when it arrived (either the original one or a replacement) - then I would close it.
I wanted to do the same with the watch seller, but for some reason he began to excuse himself, although it says in the product description that they say “if nothing has arrived in 40 days, we return the money without any problems.” I also opened a case and asked to send a replacement already with tracking (you never know). I wrote that I can pay a small amount for tracking. In words, he agrees to send, but asks to immediately close the case, which, to be honest, I don’t want to do yet - without any confirmation that the goods have been sent. So I wrote that I will close after I receive either the item or the tracking number for the replacement.
Actually the question is whether the hanging case interferes with the seller? Maybe I’ll block his business for some time now, but he didn’t even have in his thoughts to deceive me. And in general, when is it better to close a case in order to be guaranteed to receive goods or money, and not be left without both?

If the deadlines are running out, I would still translate into a claim for non-receipt.
That’s why they don’t like Russia on ebay :( They most likely sent you everything, it’s just that the fucking mail of Russia will deliver you 2-3 months. It’s not advisable to buy without tracking for Russia at all. Since you don’t ask the Russian Post where my package is … and tracking is good, you can always call and yell at them.
I don't know about ebay, always opened disputes on paypal. Because if I'm not mistaken, then ebay returns the money not for a credit card, but as a coupon.
The case on Paypal interferes, yes. If you create it, then the amount that you paid for the goods is blocked from the seller.
