There is a Cart Rule with a complex discount logic that is activated when a coupon is entered. And there is a product, the presence of which in the basket, should also activate this logic. If you make the Additional condition "There are products in the cart that meet the following conditions: The product is equal to 'such and such'", then in this case the rule stops working when entering a coupon.

Is it possible to make one rule that would work both when entering a coupon and when adding an item to the cart?

Perhaps you have a tick in the rule to roll further application of discounts for this and the discount stops, also look at the sorting order of the discount
