Can you suggest an IDE for beautiful interfaces?
Can you please tell me an IDE with ample opportunities for creating interfaces (customization of buttons, etc.) for Windows (well, or cross-platform). WYSIWYNG, of course. I really liked FireMonkey in this regard (Rad Studio), but a lot of flaws and bugs, unpopularity interfere. I know about QT, maybe there is something better. The language is not important.

Pfft, take the electron framework and use all the features of the web stack (html / css / js) in your application. The performance of the norms, and the options for whistles and fakes rest only on your imagination.
Visual Studio, C# language, as a UI subsystem - WPF, the best option for Windows Desktop.
If the application will have something other than whistles and fakes, then it is important, and again C # is good for Windows Desktop.
