Can you suggest a tool for staff interaction with a system administrator?

Good day, colleagues. I ask you to suggest a simple system of interaction between staff and the system administrator.
That is, a program in which users in free form will be able to send "tickets" about problems, and they will come to the system administrator and he will be able to mark their implementation. Something extremely simple, lightweight, and preferably freeware.
Thank you!

I sincerely support the desire to have such a system.
However, it is necessary to start, IMHO, from the other end. It is necessary to make a reservation with the boss that there will be such a system and that there will be rules and that we consider them objective.
And the system will go in general any (but not stickers, of course. It is necessary that the user has the opportunity to do something himself). Almost all such systems have a free level for 3-5 users (these are support users, and an office can have as many employees as you like).
And if the software is in the form (most of them), then it will be possible to write from a mobile phone
