As far as I understand, only a hardware solution will help here - an external audio card, where there is a microphone input and a monitor output. For example, I use Saramonic SmartRig II. There is an XLR input for a microphone, a 3.5 jack output for connecting to the microphone input of a computer or phone, and a 3.5 mm output (jack) for connecting headphones. Headphones receive a signal through an amplifier from a microphone.
Or look for an application for windows that emulates this same monitor.
