Can you post an update to the new app?

I have an application that I created a year ago, at the moment it has not been updated for some reason. Is it possible to create a completely new application with an identical package name and sign it with the key from the old application and release it as an update in the play store?

You can, no one forbids you to completely rewrite the application. Technically, in any case, you are uploading a new bundle, and not changes to the previous one.

If the permissions of the application have not changed, or they do not request personal information data or access to system resources, then there should be no problem with moderation.
