Can you help me choose a motherboard and processor for a smart home?

People, I'm not a hardware guy, I don't know much about new trends, there was a need to put a computer in the house.
The main tasks are maintenance of smart home systems, video surveillance, media player, web server and mail server for personal use. I want to make everything spin through the hypervisor (XEN). Windows will be hosted (where would it be without it), respectively, VPA-passthrough and tench (perhaps more than one) are needed. I plan to plug everything into a 19 "form factor.
What I want is everything in Feng Shui as much as possible and with a moderate budget. Please advise the most suitable CPU and motherboard for these needs.
And another question - in the order of nonsense, if you subsequently buy an external GPU for toys How hard will it be to make friends?

Windows (where without it)

Without it - to forums like w3bsit3-dns.com, where people calmly do everything else on the Raspberry Pi.
But for Windows and toys - a separate computer, without making anyone's head.
Putting the tasks of a gaming computer and servers running around the clock in one heap is a bad idea anyway.

1. I assume you know all the problems with the topic "rack server at home". This is noise, and the need for round-the-clock cooling, and redundant power supply.
2. Theoretically, any 19 inch junk with Avito will cope with your tasks.
3. If there is a PCI-E x16 in the server and you personally have locksmith skills in drilling a hole in order to release a cord to the riser from the server, the problem is solved.
