Can Yandex.Disk or Google Drive be used as a CDN?

Good day.
I'm currently working on a site - something like a photo storage. Users are expected to be no more than 1000 per day, but it is known for sure that the volume of stored images will be on the order of a terabyte.
The question is actually this: is it possible to use Yandex.Disk or Google Drive to store these files? Does this violate the rules for using these services? Or is it better to use specialized solutions like Amazon S3 or buy a dedicated server?
The speed of access to files on the storage is not too critical.

I doubt that the wrong links will open the same file 1000 times
