Nowhere.
Or rather, it is safe to store it anywhere if it is a file encrypted with a strong key on the local machine and not on Windows.
Information can be stolen from anywhere - the whole point is who this information belongs to and what consequences its disclosure will have.

Wherever you store it, no matter how you encrypt it, capturing an image from a PC or smartphone screen eliminates all your attempts to hide something very valuable and important.
Store as you like, I can only offer an option, I somehow used the cloud + boxcryptor, but this does not guarantee anything.
