Can web development with mid-level jobs targeting a regional market be profitable?

The full question is:
Can a web development business (i.e. excluding marketing, advertising) with the development of non-standard projects (unique functionality, design), Moscow (high) level of quality and code requirements, be profitable focusing on customers only your region?
Those. not development of blogs on WP, joomla, but serious development using bitrix, zend, Symfony, depending on the tasks of clients. And profit means not the minimum possible but also with super profit.
Faced with the statement that such a development business focusing only on the regional market cannot be, and can only be paid off by further marketing of the product.
If possible, with examples and names of studios in the regions =)

1) Many take orders in Moscow time, while keeping developers in the regions (salary, subcontracting, whatever), this greatly saves resources.
2) There is an opinion that the budgets are all in Moscow time, and in the regions all sorts of Bitrix / Joomla / Wordpress flourish for 10k-100k turnkey rubles. In the regions, salaries in non-it areas are much lower, the population is smaller, and, accordingly, the budgets are smaller.
There is an opinion that in St. Petersburg-Kazan-Yekaterinburg, most likely everything is more fun than the national average, but still worse than in Moscow time.
3) Not all, but very many, good developers from the regions have either already moved to Moscow time, or work with Moscow time on a subcontract for good money.
PS Please do not use the words "bitrix" and "serious development" next to each other, this is ridiculous.
PPS The bulk of customers absolutely do not care if you use zend / symfony, do code review - or not.
This is all relevant for some large inhouse projects. And customers need you to solve their business problem in 1-2-3 months.

Unfortunately no, I am familiar with several good studios, so, alas, profitable yes, not very profitable.
