Can Visual Studio Online be used like GitHub?

I want to put the project in VS Online, and so that everyone can follow the link there, clone it for themselves and edit it as much as they want. As in GitHub. Is that possible?

In short, no, VS Online repositories are private and the free version implies up to 5 users.
