Can using requirements replace virtualenv?

I always wrapped a django project in a virtual environment, I searched the Internet about using virtualenv along with git and found this answer on a toaster . "Better use requirements", as I understand it, now virtualenv is not needed and git will download the necessary versions and isolate them or how it works, please explain what I should do with virtualenv and git.

virtualenv is not from a good life, but in order not to kill the system versions of packages on which something can be tied, and there is no security
