Can using 64 bit windows on a PC with less than 4GB of RAM lead to slower performance?

I use Windows 8.1, it costs two bars of 2GB of RAM, but only 2.7GB is available, on any systems and bit depths.
I thought on the G8 64 bits would be 4GB, but no, and now I don’t know if it makes sense to leave 64 bits or not.
