I want to clarify that I work as a developer and have no experience in project management and business. But since I have been working for a relatively long time, I have my own idea of ​​​​managing and doing business in the field of web development.
I always thought that, ideally, the customer should come from those. task and if he does not have one, then the company to which he came provides him with TK as a separate service, etc. will pay for writing TK. But the other day I argued with one person who has nothing to do with it at all, but, so to speak, wise with life experience. So he believes that TK cannot be provided as a service, since in fact it is part of the contract that describes what product the customer will eventually receive.
And actually I would like to hear your point of view, can TK be provided as a service or not?

Preparation of TOR is a separate service and is paid separately if it is not included in the total cost of the project.

We are not from web development, we have a team of photographers who shoot real estate for developers, hotels, etc. Almost 2 years ago, we focused not on the beauty of photographs, but on their effectiveness ... that is, it became important for us "what" to portray, and not "how". In order to make a selling photo, you need a clearly drawn up TOR that takes into account the places where the photo is used, the audience, embedded emotions, etc. So in 99% of cases, the customer does not know what he needs. Often it's just "do it creatively" ...
In general, it can take us a week to draw up a TOR, a day to shoot. The result of shooting will be 1 photo, but it will sell the object in a couple of days. Of course, such TK is many times more expensive than shooting.
We rendered TK as a separate service, and there have already been cases when a customer came to buy only TK. I think that the situation is similar in development: you can simply do it, but you can do it effectively.
