Can the Skype API be used to manage video messages?

On my site, students must leave video messages to teachers. Now it somehow works through flash+red5.
I found video messages in skype. It would be great to organize the following thing:
1. I create a Skype service account
2. Students add an account to themselves and send video messages to it and preferably on the site. Or, even better, the student leaves a video message directly on the site through another service account. Where can I see the possibilities that skype gives to manage video messages through the API?
