Can the site administration determine that a visitor is using a VPN?
UpWork banned my account because I'm from the DPR. These guys are very cunning, they even track ip through letters sent to the post office. Question - can the site administration see that the visitor is using an anonymizer (VPN)?

In general, it is possible to work under a VPN, but only if you are not trying to deceive the platform (in particular, with the location, it is forbidden to work in a number of territories, including the DPR).
Yes, fly. It is enough to check the locale, time zone and the list of software - and you can already ban. After all, if this is an honest client, you can always unban and apologize :)
If you get too cold, then you can. But it's complicated and it's unlikely anyone will actually track a VPN or not.
But if you ever logged in without a VPN and burned your real IP, then auto-ban. Unbanned only if you document that you live in the permitted territory.
What's the point if it's already been banned. And the new acc gets banned. Rules are rules.
