The organization has a corporate mail outlook.com
Can the administrator of the organization access (read without changing passwords) the mail of ALL employees of his organization?
What powers does he have to do this?

If mail on an ekscha and certificates are not used - can. It is done through the box settings - the admin just opens the box he needs and reads :) If certificates are used, but the admin is also a security guard (that is, he has the keys) - the same thing, the only thing he will still need is to put himself a key.
The only option when it is impossible to read the mail is when certificates are used and they are not with the admin, and the person who has the keys and the admin are subordinate to different people :)

If this is corporate mail on Exchange Online (O365) - yes, it can. There, you just need to go to the mailbox settings and specify in the parameters who can interact with it. If he adds himself to the settings, then he will simply add a second box in his autuk, where he can view mail. But of course, if he views it, then it will be marked as read by the main owner.
