Can the contents of a .pot file be in Russian?

Usually the content is in English and you create .po and .mo files for the language your site needs to support. That is, if the site is on en and ru, then ru_RU.po and ru_RU.mo are created, for example.
Or you can make the .pot file contain strings in Russian, and then it remains to create en_GB.po and en_GB.mo for English.
It's just that at the moment I have to write lines in English, like

The fact is that I have to display content in the admin panel in English. That is, output the string 'International online school' for which there will be a translation into Russian in ru_RU.po
And I need to output in Russian.

Islam Ibakaev As far as I know, there is nothing wrong with that. .pot is done in English, because English is the language of international communication and usually all translations dance from it. If you are not going to put it in public access, and do not plan that some of the foreigners will have to translate it, then you can do so. Well, it’s not entirely clear what the difference will be if your templates run Russian text, and you need to create en_US files, or English text runs and you need to create ru_RU files. If you have Russian in the admin panel, it will pick up ru_RU.
Upd. I forgot to mention that .pot and .po are not used at all in the work of the site, .pot is a template for translations, it does not have a language affiliation in the name, .po directly contains the translation of a certain language, ru_RU, for example.
