Can't send a build to a tester via testflight?

I created a provision with the udid iphone of this tester, compiled it with it, created an ipa archive, then added this user to the team, registered its device, everything seems to be normal. But I can’t send the build to him (his nickname is gray when sending a notification about the release of the version to the mail) what did I miss, tell me please?
