Can't remember the name of the program?

In general, once upon a time I changed the format of music in order to throw it into truckers, the program was similar to Aimp, maybe someone remembers? there you throw music and you can edit the bitrate and all that.

If it looks like AIMP, then maybe it was AIMP itself?
AIMP includes an audio converter that allows you to convert audio files to different audio formats with different bitrates and different modes (JointStereo, ABR, and others for each format).
It allows you to install your own codecs, and you will have to install MP3 yourself (at the first start, the converter will report this and tell you what and how).
