Can't open *.sln project in Visual studio?

I'm trying to open a project, on visual studio 2013 and on 2010
on visual studio 2010 there was an error that the project is a newer version, for 2013
this is the problem: 6b408d9718414a2395a400e3d25bde37.png
then in the console, there are 3 errors

this project was created in 2014 or 2013 so that it is unlikely that it was created on a late early version?!
how can i fix this error??
