Can't open PDF file?

Good afternoon!
the question is.
How to open access to programs to all folders in Linux.
I tried to open a pdf file located in the Videos folder, the program gave an "access denied" error,
what should I do? how to open access?
ps. a command from the console like sudo atril ~/Videos/file.pdf opens

also worth checking the permissions on the /Videos directory itself, as well as checking if additional restrictions and attribute flags are set:
lsattr ~/ and lsattr ~/Videos
